Program Pengembangan Jeruk Siam Di Indonesia

ABSTRAK
Pengembangan jeruk di Indonesia cenderung meningkat dari tahun ke tahun dan 60% didominasi oleh jeruk Siam dari total luas panen jeruk 47.824 ha. Animo masyarakat untuk menanam jeruk Siam semakin besar karena pada umur 1,5 – 2 tahun setelah tan am sudah dapat dipanen dengan produktivitas jeruk Siam pada umur produktif mencapai 150 kg/pohon. Namun demikian tingginya animo masyarakat untuk menan am jeruk belum diiringi dengan peningkatan pengelolaan usahataninya secara baik dan benar sehingga mengakibatkan rendahnya produktivitas dan mutu yang dihasilkan. Hal ini terjadi karena faktor : (1) keterbatasan saran a pendukung seperti sarana pengairan, permodalan; (2) aspek kelembagaan masih lemah; serta (3) aspek pemasaran masih tradisional yang cenderung merugikan. Dalam mengantisipasi, perdagangan global yang mensyaratkan standar buah bermutu tinggi, aman konsumsi, dihasilkan melalui sistem usahatani ramah lingkungan dan memperhatikan kesejahteraan tenaga kerja maka perlu menerapkan Good Agricultura Practice (GAP). Mengacu hal-hal diatas maka strategi pengembangan jeruk Siam di Indonesia dilakukan melalui : (1) Pengembangan kawasan sentra dengan penerapan GAP dan Standar Prosedur Operasional (SPO); (2) Penyediaan benih jeruk bebas penyakit; (3) Pengembangan manajemen mutu kebun jeruk; (4) Sosialisasi penerapan GAP dan SPO jeruk; (5) Pengembangan kelembagaan petani jeruk yang mandiri; (6) Penumbuhan dan pemberdayaan organisasi Masyarakat Jeruk Indonesia (MJI); (7) Peningkatan kemampuan SDM; (8) Pembinaan pemasaran buah bermutu; (9) Melakukan upaya-upaya pengendalian impor; (10) Promosi; (11) Mengaktifkan fungsi Lembaga Sertifikasi Sistem Mutu (LSSM); dan (12) Pemberian layanan informasi melalui website.

ABSTRACT
Citrus development in Indonesia tends to increase from year to year and almost 60% are dominated by tangerine cv. Siam total width of harvested citrus is 47.824 ha. People interest to grow tangerine due to age of 1,5 2 years after growing, it can be harvested to tangerine productivity on productive age to reach 150 kg/tree. However, the highly people interest to grow citrus is not yet followed by increasing the farming system management rightly and correctly so that result in the lower productivity and quality made. It occurs due to any factors: (1) limitation of supporting facility such as irrigation, capital; (2) institution aspect is still poor; and (3) marketing facet is still traditional which inclined to adverse. In anticipating the global trade which define the term of high quality fruit standard, safe consumed, resulted through environment friendly farming system and regard to labor welfare it needs to apply the Good Agriculture Practices (GAP). Referring to above matters, the strategy of developing tangerine in Indonesia is carried out through: (1) developing zone of center by applying the GAP and Standard Operating Procedure (SOP); (2) providing citrus seed free to disease; (3) developing quality management of citrus farm; (4) socialization for applying the GAP and SOP on citrus; (5) developing self-help citrus farmer institution; (6) strengthening and empowering the organization of Indonesian Citrus Community (ICC); (7) increasing the manpower capability; (8) marketing management for quality fruit; (9) execute the effort of import control; (10) promotion; (II) activate the function of Quality System Certificate Institute (QSCI); and (12) providing information service through the host website.
